Outline of the job

We are looking for a Behavioural Insights and Monitoring, Evaluation and Learning Manager who will manage a small team, lead monitoring and evaluation for all of our projects, and drive cross company learning in our areas of specialism.

We’re looking for a leader with the intellectual curiosity and focus to identify and mine the data we need to discover what is working and what is not on our projects, and importantly understand why; the ability to interpret and analyse that data and craft it into a clear narrative that our staff, stakeholders and beneficiaries can use to adapt their programming; and the vision to help drive learning across projects to build our expertise in key areas such as media development, information integrity and good governance.

We need someone who has a passion for international affairs, is driven by uncovering the ‘why’ behind individuals and groups' behaviours and is steeped in behaviour change and systems thinking.

You will work alongside our Heads of Department including Strategy and Design, Creative and Digital and Project Management to ensure that our projects generate meaningful change and are delivered on time and on budget.

Key responsibilities

  • Work with project teams to develop MEL strategies and methodologies and standardise tools and processes
  • Work with project teams to develop learning objectives, methodologies and systems to support adaptive management and programming.
  • Oversee the development of regular evaluation reports on our major projects
  • Generate high quality and insightful learning products that can help position Zinc in the market
  • Represent Zinc at high-level meetings with clients and project partners
  • Provide leadership of the research and MEL function, managing and coaching the research and MEL team to ensure their effective performance on projects
  • Build an evidence base for Zinc’s programmatic approaches and thematic areas of specialism through ongoing MEL
  • Lead on the business development for research specific proposals and contribute to the research and MEL sections of other proposals
  • Designing and implementing program MEL frameworks (which includes robust quantitative and qualitative methods and participatory approaches) to measure and assess both individual partners’ and overall program performance
  • Supporting the development of theories of change, results frameworks, logic frameworks, logic models, and collaboration, learning, and adaptation (CLA) narratives for program design
  • Supporting program-level evaluations and learning activities (e.g., facilitating workshops, writing learning briefs, etc.)
  • Supporting the data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff, before submission to donor
  • Performing secondary analysis of data and sharing findings via written reports and presentations
  • Working with colleagues to evolve program frameworks as new partners join the project and new initiatives are rolled out
  • Delivering a wide range of data collection and analysis techniques including digital, campaigns and research, ensuring that the data adheres to high levels of veracity
  • Providing accurate and timely reporting of impact to key project partners and stakeholders, producing insightful reports with sophisticated advice to support clients in their decision-making
  • Managing subcontractors (including fieldwork agencies) as necessary to achieve project objectives, seeking best value at all times


Requirements

Sharing our enthusiasm for measurable impact and data-driven insight, you are a great communicator who is passionate about social change. Naturally, you have a high degree of rigour, attention to detail and a strong ability to translate complex concepts into succinct, compelling messages. With an established MEL track record, you have:

  • A minimum of 5 years of experience developing and running MEL frameworks as well as designing and implementing data collection and analysis methods
  • University degree (bachelors or higher level) in economics, statistics, social science, behavioural science, market research or other related fields
  • Experience evaluating communications projects to provide insight as to how media and campaigns are shaping the way audiences think, feel, and act
  • Strong quantitative and data analysis skills, advanced proficiency with Excel, and ideally proficiency in a stats package such as R, Strata or SPSS
  • Experience with qualitative research, particularly analysing and interpreting data
  • Experience with managing data collection in an international context
  • Experience writing reports for donors and clients, with an eye for detail and compelling storytelling
  • Outstanding written and verbal communications skills in English, including creative presentation of information and use of data visualisations
  • Strong interpersonal skills and cross-cultural awareness, ability to work effectively with a range of stakeholders
  • Able to travel internationally and willingness to work flexible hours to accommodate colleagues working in multiple time zones
  • An entrepreneurial mindset, and enthusiasm for working in a fast-paced environment that’s receptive to new ideas
  • Desirable experience: Evaluating media development programs, understanding impact of activities on outlets and partners’ audience reach and engagement and sustainability, as well as the broader market.
